This massive movable waterworks protects the area around Rotterdam against flooding in case of extremely high sea levels & storms. It's usually open, but is automatically closed in case water levels and weather circumstances might cause floods. It's under normal circumstances open because it's the main connections from inland waterways like the river Rhine to the sea port of Rotterdam.
